Industrial Symbiosis Pilot Program Launches in Four Oregon Communities

Business Oregon has launched a new Industrial Symbiosis technical assistance pilot program to help communities identify opportunities to turn industrial byproducts into valuable resources for other businesses. Created through House Bill 4086 (2026), the pilot will support four designated communities: COR Healthy Communities (Portland Metro), Clatsop County, Klamath County, and the Port of Morrow.

The Center for Sustainable Infrastructure will work with each community to identify local industrial symbiosis opportunities and advance planning for at least one priority capital project. The pilot provides technical assistance, rather than construction funding.

In parallel, the University of Oregon’s Institute for Policy Research and Engagement is developing Oregon’s first Industrial Symbiosis Roadmap. A legislative report is due in May 2027, with the final roadmap expected in June 2027.

The pilot builds on prior collaboration between Business Oregon and CSI, including participation in Denmark’s Industrial Symbiosis Study Tours. Technical assistance in the four communities will continue through May 2027.
